Witness Corner is an independent reporting publication created to investigate consequential public issues, examine the evidence behind competing claims and give readers a clear path back to the source.

The goal is not to tell readers which political side to join. It is to determine what the available record supports, what it contradicts and what remains unknown.

Why Witness Corner Exists

Witness Corner grew out of a simple frustration: too much reporting begins with a political conclusion and works backward.

Important stories are frequently presented through partisan framing, official talking points or confident opinion. Facts, assumptions and predictions can become difficult to distinguish. Readers are left with competing narratives but no reliable way to determine which parts are documented and which parts are presumed.

California makes that problem especially important.

The state has a history of moving first. It adopts ambitious programs, responds quickly to emerging concerns and often creates policies that other states later consider. That leadership can produce meaningful innovation. It can also produce laws whose practical effects are not fully understood when they are enacted.

Critics often argue that some California laws place the heaviest burdens on people and organizations already trying to comply, while failing to deter those willing to ignore the rules. Supporters may argue that new requirements are necessary because existing safeguards are inadequate. Witness Corner does not assume either position is correct. We examine the law, the implementation and the available results.

The question is not simply whether a policy sounds compassionate, tough, innovative or unfair. The question is what it actually does, whom it affects and whether the evidence shows that it is delivering what the public was promised.

How We Work

Witness Corner begins with a precise claim and follows it into the record.

That may mean reading legislation across multiple amendments, tracing a government program through budgets and audits, comparing an announcement with later results, examining court filings or finding the denominator behind an alarming statistic.

Our reporting follows several basic principles:

• Start with the strongest available primary sources. Laws, court records, audits, contracts, regulatory filings, official datasets and direct statements take priority over summaries of those materials.
• Separate fact from inference. We identify what the record establishes, what it reasonably suggests and what it cannot answer.
• Distinguish occurrence from prevalence. A documented case proves that something happened. It does not automatically prove how often it happens. A lack of complete measurement does not prove that a problem is rare or widespread.
• Distinguish an announcement from a result. A law, appropriation, company commitment or construction milestone can be important without establishing that the promised outcome was delivered.
• Represent competing viewpoints fairly. Understanding an argument does not require adopting it. Criticism and defense should both be tested against the same evidence.
• Show the work. Readers should be able to follow links to the underlying material, inspect the reasoning and reach their own conclusions.
• Correct the record. When facts change or an error is found, material corrections and updates should be visible.

Witness Corner may reach firm conclusions, but it will not manufacture certainty where the evidence does not support it.

Reporting for the Present, Preserving a Record for the Future

News is usually written for the moment. Public decisions last much longer.

Witness Corner is intended not only to explain what is happening now, but also to preserve a usable account of the promises, warnings, evidence and choices surrounding important decisions. The publication's Records section collects primary documents, datasets, transcripts and other source material so that readers can return to the evidence after the immediate controversy has passed.

That record matters because accountability often arrives later.

Policies that look successful at announcement may struggle during implementation. Predictions may prove correct or fail entirely. Costs, deadlines and public explanations may change. Preserving what decision-makers knew, said and chose at the time gives the public a fair basis for evaluating what followed.

About the Founder

Brian Gillooly

Founder and Editor-in-Chief

Brian Gillooly is a Professional Land Surveyor and writer whose work is grounded in evidence, impartial judgment and clear documentation.

He began working in land surveying in 2000, performing field work and field investigations before becoming professionally licensed in December 2009. He is licensed as a Professional Land Surveyor in California, Oregon and Washington. Over the years, he has also represented jurisdictions as a professional witness.

Land surveying requires more than taking measurements. A surveyor must investigate competing records, evaluate physical and documentary evidence, identify conflicts and reach a defensible professional resolution without favoring the party who would benefit from a particular answer. The conclusion must follow the evidence.

That discipline became the foundation for Witness Corner.

After growing increasingly frustrated with politically framed reporting and the blurred line between fact and presumption, Gillooly began applying the investigative habits of surveying to the public issues affecting Californians. He created Witness Corner to combine that evidence-first approach with his love of writing.

His hope is that each article provides the reader with the same clarity the reporting process provides him: a better understanding of the issue, the basis of competing viewpoints, the limits of the available evidence and the information necessary to verify the conclusion independently.

Witness Corner is published by Witness Corner LLC. It is separate from Gillooly's professional surveying practice, employment and other businesses.

Witness Corner is independently founded and edited. It is not produced on behalf of Gillooly's surveying practice, employers, clients or other businesses. Its reporting standards do not change according to the party, official, company or organization being examined.

The publication's credibility depends on applying the same questions to every subject:

• What was claimed?
• What does the record show?
• What evidence is missing?
• What changed after the decision was made?
• Can the reader verify the conclusion?

No political side is entitled to a preferred set of facts. No institution is beyond scrutiny. No allegation becomes true merely because it is widely repeated.
